I believe this july update is official...not just the update integrated by an enthusiast.
Microsoft released Windows 10 1809 V2 in march. I think this is the same kind of release (1903 updated to july, officially)

Yes, it is official ISO by Microsoft. They update ISO every month.

Plus, they are all "business editions", I believe that "consumer editions" were also updated
