the problem with Siria is the same as the problem with the US, Vatican City, Switzerland, South Africa and China. Nothing new (sadly)

It's all about money,easy ones,just take a look of the vaccines,some places got more than the others,if it was a fair distribution certain nations would have done more vaccines.
