M$ also flags keygens , patches as potentially unwanted apps and delete them. As per information in pureinfotech website there is nothing serious about ccleaner. It is just flagged as PUA because it may contain 3rd party installers but you are given option to avoid them. Coming to ccleaner registry cleaner option, it never gave me any problems on 10. So M$ has no business to flag ccleaner as PUA. M$ removed experienced programmers and hired stupids who are puppets. So all this nonsense.
