- download desired svf patch to switch language
&
- download svf patch to business, same language
I assume i should use the 'de-de' x64 seeing I would like to use the German language and the x64 architecture right?

Hello I got home and tried the process and followed the directions from this site:

sadly when mounting the ISO it doesn't allow me to keep all files. I can't select the first option:

You have No permissionsThis indicates you made an error. Do not try manual methods for LTSB/C, they mostly fail, this edition is picky regarding correct registry entries. Additionally the link you used is for normal Enterprise not EnterpriseS aka LTSC.
Use my JATD GUI tool:

In first tab (LIC SWITCH) set the first drop-down menu to EnterpriseS and the second one to UP_DOWN_PROCESS and press SWITCH (down left).
Process will ask for the ISO file and a folder to unpack the ISO to, the latter is needed to assure edition is detected correctly and ei.cfg is created).
Let it copy the ISO files to the folder.
Setup now should allow to keep all.

You have No permissionsYou need the new german LTSC ISO (created from the SVFs) for the correct Upgrade.
EDIT: The one you show is normal consumer ISO and does not contain LTSC.

Okay i tried the step this is the result:
afterwards when i mount the iso it still only let me pick the 2nd and 3rd option

Check registry: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion
EditionID and CompositionEditionID must show: EnterpriseS
ProductName must show: Windows 10 Enterprise LTSC 2019
Change accordingly if still wrong, then try setup again.

FIY: LTSC proved to be picky when trying to Upgrade to it from EVAL or other editions. Although system branding and WMIC will report "Windows 10 Enterprise LTSC" as ProductName, registry shows "Windows 10 Enterprise LTSC 2019" to avoid confusion with future LTSC versions.
