You have No permissionsYou have to enable Windows update to enable activation. If you have something like O&O Shutup 10 or any other tool running disable it and reset all settings applied by it and try to activate again

I'm trying to convert from KMS_VL_ALL to KMS38 on EnterpriseSN. I run the tool on KMS38 mode and they key installed and I get a message that ENTERPRISE SN was activated successfully. Then I run it on Rearm (because I have Office installed) and the system is restarted. When I run the tool again, the activation is still 180 days.

This is normal for vol editions.  It will auto renew before the 180 days.

So when it renews the new date will be 2038?

You can check task scheduler and see how often it renews.  Vol editions limitations are renewal every 180 days via kms which is a cooperate method of activation for workstations and servers.  Servers push renewal to workstations which is what kms emulation does virtually.

Every 180 days is what the regular KMS does, but I have used KMS38 on LTSC on a virtual machine and the renew date was in 2038.

hmmm never heard of that.  Not saying it doesn't exist but normal vol editions are usually 180 days.  Enjoy till renewal date of 2038 then.  lol
