You either need the business ISO (contains Enterprise) or can install Pro from the consumer ISO and license switch it to Enterprise by using the generic Enterprise Key. An ei.cfg file isn't needed for newer build ISOs, iirc they offer all contained editions by default.
Enterprise can still be activated by HWID and KMS38, choice is yours. LTSC 2019 is the only edition that is limitted to KMS38.

Installed Pro, used the licence switcher in your JATD tools, rebooted and ran the HWID program.
One question if you have time: The license switcher installed license ending in 8HV2C
The generic I have ends in 2YT43
Just curious.

You have No permissionsOK so I switched my license to Pro Education, verified it was attached to my MS account then switched it back to Enterprise and for the first time it actually did attach to my MS account. We'll see if it restores when I do a clean installation. I'll definitely report my findings when I do.
