Long back I installed 11 IOT directly on PC and it was a bit laggy to load apps. Not sure on present release. Just use 10 as it is on vmware you installing to make PEs. Why 11 ?

I noticed that I have problem with display resolution with some winpe created with the latest ADK for Win 10. Not with all boot cd's, but some (for instance, the latest Macrium Reflect). The same boot cd created with ADK for Win 11 works fine.

FYI, to install Windows 11 without internet there is a workaround...
At the let's connect screen hit shift F10
At command prompt type oobe\bypassnro
Computer will restart and add the option to skip that process and set up a local account instead

The last time I installed this version on a vm I found a workaround that consisted in putting a blocked email address that allowed me to install it with a local account and without having to cut the internet connection.
But your method is much simpler, I'll write it down in a corner for the next time.

If you use oobe.cmd you can add it to the command file
