if there's no license present yet on your motherboard hwidgen will automatically insert and activate with a digital license online. If the digital license is already baked in and you choose to do a clean reinstall of windows you don't need to enter the generic product key (this procedure only when installing consumer versions).
If you have a digital license baked in for business versions you need to enter the generic product key for the chosen version during OS install to get Windows activated online again but you don't need to redo the activation process. If done correctly Windows will be activated again online

You have No permissionsYes that's probably why. Check your hosts file (C:\Windows\System32\drivers\etc\hosts) and Windows Firewall for anything. Remove it all,
