Am I right to use KMS38 for Windows 1903 Enterprise?

CORRECTION: Enterprise 1903 can still be HWID activated.
Just tested in VM with fresh install of 1903 Enterprise and upgraded 1809 Enterprise with Digital License to 1903, license is still active.

No biggie though to just simply run the tool again while you are installing your drivers and apps.

Activated with HWID and switched to MSA (checked my settings for the new machine appearance). Did a reset to the vanilla snapshot (Volume by default) and used HWIDGEN to install the OEM key and the vanilla activated seconds later with a Digital License automatically.

I've activated Enterprise Education 1903 using the Digital License (HWID). Does the Education version behave the same as as vanilla Enterprise? Thanks!
