while with LTSB 2016 you had to download 2 different ISOs depending on whether you wanted the N version or the standard version that also included WMP now for LTSC the file is unique and during installation you select which version you want
(I await corrections if what I reported above is wrong)

Can I install Enterprise to a VM with a Win 10 Home/Pro 1903 ISO?  If I understand correctly I need to insert a EI.CFG file as (channel) -Volume (VL) -1 into the ISO.  

Is that all there is to it?

Once installed, will it activate as HWID, or is KMS 38 the only way to go?
