How to bypass serial check and do automatic codec activation ?

0. add to host file ( cap.cyberlink.com and activation.cyberlink.com)
1.  Download files from above links.
2.  Extract/Explode setup files to a seperate folder.
3.  Download these necessary files and replaced these files from the extracted retail setup. ( See attached file below)
Note:  When extracted replace files from specific folders to the retail setup folders
ADR-->ADR10
CDR-->CDR8
PDIR-->PDIR
Root-->Main directory
4. Now after replacing files, run setup from main directory and install normally.
5. After installation done.  Make sure product activation in registry is set to local server. Open PDR18 in admin mode. Do a HEVC/4k encode to check if codecs are functional.
6. Merge pus18.reg located in the attached file.

To update ADR10 and CDR8, download patches available in cyberlink website.
PDR18 official patch is not yet available at the moment.

DISCLOSURE:

INSTRUCTIONS:
- Uninstall previous PDR program first.
- host block ( cap.cyberlink.com and activation.cyberlink.com ) if not done so.
- Install Cyberlink_PowerDirector18_UltimateVDE190726-01.exe
- After installation, Do not run the program yet.
- Go to Keygen directory, merge localserver.reg first
- Open the program, it will asked a key.
- Generate a key using Keygen.exe (A/V security will flagged this as virus - false positive, create an exclusion)
- Enter generated key to register PDR program.
- DONE.

HOW TO ACTIVATE 4K CODECS USING THE KEYGEN?
- After program opens, do not close keygen yet.
- In PDR , import a movie to timeline( e.g. skateboard.mp4 ) -> Produce -> H.265 HEVC -> Start button
a. File Extension: MKV or MP4
b. Quality: HEVC 4K
- This will create a setup activation dialog/info for first time installation.
- Go back to keygen, write the setup/activation info in the keygen ( Activation URL, Serial you activated PDR )
- Click on the generate activation code from the keygen
- Paste the generated code to the setup/activation dialog --> OK button.
- DONE.

Hi, i have not received that message in my end. Sorry to hear that.  I tested mine on a live machine with host blocking active with activation nil for issues.

127.0.0.1 cap.cyberlink.com
127.0.0.1 activation.cyberlink.com

anyway , as you are offline. try this to check first. We may have to manually do it. 

Go to:
C:\ProgramData\Cyberlink\

Check the following subfolders first
1. CLRC\PowerDirector: Look and check for CLRC.json open to edit entries
You should have this first line entry:

Not this entry:

2. CAE:  under this look for the activation id of pdr if its activated there. This is noted during your keygen activation url which shows .... activation?idXXXXXX=xxx
you can see this under CAE. Then give me the specific id .

I restored snapshot on virtual machine and installed online with edited host file. Everything is fine.

But, I was curios about offline installation, so I restored snapshot again, an installed offline. This time I got message about piracy and watermark again.
The I follow your instruction.

On my machine C:\ProgramData\CyberLink\CLRC\PowerDirector\18.0 I have only CLRC.ini file, there is no CLRC.json file.

Mine i did not turn off internet connection just making sure that host block fully works before installation of the program. 
on top of that you may want to add host 127.0.0.1 license.cyberlink.com

if clrc.json under powerdirector18, edit with notepad and copy on first line in the notepad below this string , no spaces before and save it as CLRC.json under C:\ProgramData\CyberLink\CLRC\PowerDirector\18.0\

yes, the universal codec activation for PDR18 (Perpetual) is a5f601e6, removing that manually will trigger reactivation of codecs, you can try it and it will prompt you for setup codecs. if you still cannot decode/encode 2/4k HEVC/MP4 , then ping me back i will send you the activated file. you just need to replaced that one on your existent file which i believe you can do it by using the keygen also. 

if you want to block olregsubmission from registration or disable localcheck server from checking key while opening the program which the user are not aware of it: these methods might help:

Under Navigate to C:\Program Files\CyberLink\PowerDirector18\OLRSubmission

1.  Rename OLRsubmission.exe to bak or whatever filename
2.  Edit the ureg.ini of the file under this directory  , you will noticed the file product_Act entry is still onlinecheck --> change it to LocalServer then save it , this is protected so u need to save it in documents folder and replaced it back to C:\Program Files\CyberLink\PowerDirector18\OLRSubmission

Addendum: Sorry i almost forgot this:
- Disable checking for updates in PDR ( Preference --> Internet --> Uncheck)
- You can just download the official updates in cyberlink website once it is available.

if you cannot overwrite it , rename the old ureg.ini to back first and save the new edited one to ureg.ini
No need to edit the cae.lcf  file if you installed the retail setup of the program.

PS:  the PDR18 b2228 posted is a repack but main files are subscription type modified to ultimate. The official ultimate Perpetual version is still 190XXX  ,  Hotfix for this version taken from cybelink official forum. So please be wary

@sledge101 Thank for detailed description, you are very helpful.

Everything is fine with online install and activation, of course with blocked host file. If it installed and activated offline piracy / watermark message appears. But, when connect internet and run app again, piracy / watermark message disappeared, and app works normally.

Yes, the offline install seems only applicable for older version. I think due to cyberlinks transition shift to their subscription marketing scheme (365) to verify authenticity of the product.
