I created that tool for me but after some time I distributed it on the zer0cod3(the guy firstly cracked adobe 2019) site last year. Now I made a lot of changes and I decided to share that tool with you. It's compatible with Windows 7, 8, 10. It creates a Bat file with all the exes that are located in a folder, then you can execute the bat to make all the firewall rules be applied. It's capable of adding and deleting firewall rules. It has support over some languages: Chinese, German, English, Spanish, Finnish, French, Italian, Polish, Japanese and Russian.
The rules'll be applied to you windows firewall. If you have some feature to request or languages or you need support, let me know. Hope you like that tool. Let me know your opinion.
Edit: To generate blocking rules from a bat click on delete rules without entering any location, it will prompt you to choose a bat, choose the bat that you previously created to add the rules to windows firewall and you done. You can also create a unique .bat that blocks EXEs from different folders, or a unique .bat for deleting rules of EXEs that are in different folders.
A big thank you goes to @GlacialMan for the help and the testing
